This is a question kind of related to the previous one.
I have an account on my old computer with all of my Half-Life 2 games installed, as well as L4D and L4D2. That computer is now my sisters (I have a new one), and she owns none of them. Theoretically, would she be able to play BM? Or would the data being present on the drive not be enough. If it's not, it's no big deal, I'd buy her the Orange Box any day. UPDATE: Nevermind, she has TF2. That... IS good enough for BM, right? |

You need a STEAM account and one of the games on the list to play BMS. So your sister would either have to use your account, precluding you from using it at the same time. Or her own account.

When using a Source SDK texture a mod accesses it from the .gcf file directly. Changes that say add high resolutions textures to HL2 do not change this file, they provide an alternate version of the texture file to a specific mod/game. To make a change that would affect all games accessing the texture you would have to modify the .gcf, as far as I know this is not only a very bad idea, it wouldn't work as steam would detect the difference in the gcf and re-download it.

More importantly, Valve haven't released the compression algorithm for the .gcf file format, so you can't edit them or create your own anyway.

I thought that's what gcfscape is for? Or, are you talking about something totally different, I'm not 100% sure what gcfscape does either... :/
